Default Landing Pages for Users are different in Lightning Experience

Sometimes, Users with the same Profile and using the same App in Lightning Experience will see two different landing pages. 

For example,

User A landed on the Home tab upon log in or switch to Lightning Experience on the Lightning Sales app.
User B landed on the Contacts tab upon log in or switch to Lightning Experience on the Lightning Sales app.

Unlike in Salesforce Classic, there is no way to choose a default landing tab for Lightning apps unless it's a custom object tab (See Make Custom Object the default tab in Lightning for more details on how to do this).

A User's default landing tab in Lightning Experience will depend on the default landing tab for the last Classic app that they are in prior to switching to Lightning Experience.

For example,
User A was on the Classic Sales app prior to switching to Lightning Experience and the default landing tab set to the app is the Home tab. After switching to Lightning, User A then also landed on the Home tab.

User B was on a custom Classic app prior to the switch and the Default Landing Tab for the app is set to the Contacts tab, so after the switch, they defaulted to the Contacts tab.

If the Administrator wants all Users to land on a specific standard tab when switching or logging into Lightning Experience, they may set the default landing tab for all Classic apps to that standard tab as a workaround.

This way, regardless of which app they were last in on Salesforce Classic, they will land on the same landing page (unless there is a custom tab specified as the default landing page for the default lightning app assigned to their profile).
