Lead Object is not available to be added in Sharing Sets in community settings to give access to community or partner profiles. It requires a feature to be enabled in the Organization.

Please contact Salesforce support to Enable the feature on your specific Org.

Raise a case with below information:

1. Sandbox/Production Organization ID: 00D..... 
    Setup | Company Information | Organization ID  Find your Salesforce Organization ID

2. Confirmation request is coming from an administrator: YES/NO

3. Business Reason:
