Error “Cannot delete action. The following layout is referencing this." on action deletion

When Users go to Global Actions in Setup and try to delete the action, they will be prompted by an error message that a layout is using that action even though they are certain that the Global Action isn’t part of any of the page layouts.

The layout in the error isn’t in a form of a hyperlink that’s why its harder to trace it back.

The Global Action is part of Outlook Email Application Publisher Layouts and users also need to remove it there. Here are the steps to do that:

In Salesforce Classic: Setup | Outlook Configuration and Sync | Settings
In Lightning Experience: Setup | Email | Outlook Integration and Sync
 
  1. Expand the Outlook Configuration by clicking the arrow before the text "Let users access records from Salesforce Outlook."
  2. Scroll down and check each layouts in "Email Application Publisher Layouts."
  3. Remove the Global Action from every layout and save changes.
