Error: 'Invalid or no QuickAction' on Deploy of Case page layout due to email deliverability settings

Users may encounter the following error or something similar when attempting to deploy a case page layout:

"The ActionId specified was invalid for ActionType QuickAction"

"QuickAction - no QuickAction named Case.SendEmail found"

This can occur if Email Deliverability Access Level is set to either "No Access" or "System email only" in the target org.  When it is set this way the standard Case Email Quick Action is hidden in the page layout editor so it is also blocked during deployments as well.

Update your email delivery settings to "All Email"
 

To resolve in Salesforce Classic


1. Click on Setup.

2. Under Email Administration, click on Deliverability.

3. Choose “All email” for the Access level.

4. Click Save.
 

To resolve in Lightning Experience

 
1. Click on the gear icon.Click Setup.

2. Enter Deliverability on the Quick find box.

3. Click Deliverability.

4. Choose “All email” on the Access level.

5. Click on Save.

Proceed with your deployment, you may change it back afterwards.
