Forecasting data is not copied over to a sandbox during a refresh process. Administrators can load the data they'd like to test with in the desired sandbox after it has been refreshed.
Note: When critical edits are made to opportunities (e.g. updating the close date), the forecasting recalculation for that object gets kicked off. If adjustments are not used, administrators have the option of deactivating and reactivating the forecast type. This is not an option with legacy type.
For testing that may require forecasting data in a sandbox, administrators can leverage available client tools such as Data Loader to export data required from production and then Load Quota Data in Collaborative Forecasts into the desired sandbox.
See Insert, Update, or Delete Data Using Data Loader for more details.
Please consider creating and/or promoting an existing Idea on the Idea Exchange site so that we may see collaborative forecasting data included in sandbox refreshes with a future release.
