When utilizing the Enhanced Folder Sharing model for your Reports and Dashboards, you may find that some users are permitted to create new dashboards within folders they only have View access to.
This is due to the user's assigned profile having the Edit My Dashboards profile permission. This permission grants this level of access on newly created or cloned dashboards. Once the dashboard has been saved into the folder, further alterations will be permitted by that user.
The only workaround at this time is to remove the Edit My Dashboards permission from the user's profile.
