When you load values in picklist with Data Loader, you can load picklist values that do not exist in the Salesforce organization. This can create data integrity issues.
To avoid this, edit the picklist field to enable the feature "Restrict picklist to the values defined in the value set."
When this option is enabled, Data Loader validates the picklist value against the list of defined API Name values in the field and returns an error if an invalid value is used in the .csv file.
