When files are uploaded to a Library (as opposed to in Chatter Files), that Library becomes what is known as the managing library. Users with 'Add Content' access to the managing library will be able to:
This behavior occurs if the User has 'Add Content' access to a shared Library but not the managing Library.
To determine the managing library:
The managing Library will be listed at the top of the new window. Grant the impacted user access to the managing Library to allow them to edit the content.
Note: If the content was first uploaded as Chatter Files, it may be necessary go to the Content Details Page and click Publish to Library before users other than the owner will be able to edit the content.
