Sometimes when trying to insert exact 4,000 characters in case comments field via SOAP API, REST API or Bulk API customers receive this error: STRING TOO LONG
Résolution

Multi-line text: Fields like CaseComment.Body have a limit of 4,000 bytes. 

However, the limit of actual characters can be less than 4,000. It is also different for each case, depending on the encoding. The reason is that the 4,000 character limit not only includes visible characters, but also any of the HTML encoding. 

Length limit in multi-line text fields is by default enforced at the character level and not at the byte level. 

Rich text: Rich text fields that contain images, the image source tag counts against the character limit. See Rich Text Area Field Limitations.
