This issue can be fixed by updating the layout template that the Account Engagement form or landing page uses. Edit the layout template, view the Layout tab, and ensure that there is a HTML <meta> tag that declares the full utf-8 charset.
For example, if the <meta> tag with the charset attribute looks like this...

...it can be updated to:
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
