When a system administrator tries to delete a Contact, Salesforce may display the following error message:
"Your attempt to delete [record name] could not be completed because it is associated with the following leads. If the following table is empty, it's because you don't have access to the records restricting the delete."
The message is followed by an empty table.
A system administrator has access to all Lead records except converted leads. The issue is therefore caused by a custom lookup relationship from Leads to Contacts that is set so that when you pick Contact XYZ in that field on a Lead, Contact XYZ cannot be deleted.
Attempts to delete the contact return the same error message, but the table is populated with the lead. The exception is a converted lead. Access to converted leads is limited, so a converted lead does not appear in the table.
This article explains how to delete a Contact that is blocked by a custom Lead lookup field. To delete the Contact, remove the converted leads that reference it or clear the lookup value, and change the lookup option to "Clear the value of this field".
