In Salesforce, the visibility of inline Visualforce (VF) page sections and inline formula fields on page layouts differs depending on the record action (New, Edit, Clone) and the user interface (Lightning Experience or Salesforce Classic).
Behavior Summary:
This is by design. There is no native way to display inline Visualforce page sections on the New record page layout in Lightning Experience, or on New, Edit, and Clone page layouts in Salesforce Classic. This limitation applies to inline VF pages and inline VF page sections.
If your business requires Visualforce content to appear in contexts not supported by default, consider the following alternatives:
