Omni-Channel Supervisor: Users Without Supervisor Configuration Can See All Agents

Users who have the Omni Supervisor Tab visible on their Profile/Permission Set will see all agents utilizing Omni-Channel (in both Available and Busy statuses) while Users who are set up as a Supervisor within Supervisor Configurations will only see the subset of the users added to this Configuration.  
Ratkaisu

This behavior is working as designed.  The Supervisor Configuration was set up to give your users a more focused view of the agents they should be monitoring.  If there are no Supervisor Configurations in use in your org, any user who has access to the Omni Supervisor Tab via Profile/Permission Sets will have access to all active/busy users in the Omni Supervisor Panel.
