Users who share the same Role and Profile in Salesforce may unexpectedly see different results when running the same report. This behavior can occur even for System Administrators or users with the View All Data permission.
This is a common source of confusion because users assume that identical permissions always produce identical report outputs.
The most common cause of this behavior is a mismatch in Locale settings between users. In Salesforce, a user's Locale determines the time zone used when applying date filters in reports. If two users have different Locale settings and the report includes a date filter, the filter boundaries shift based on each user's local time, resulting in different records being returned.
To resolve this issue, set the same Locale for all affected users.
