Journey Builder users have the ability to create and add custom activities to Journeys within Marketing Cloud. As part of custom activities, there are endpoints that are used to complete the work done by the custom activity. If you need to stop a running journey that uses a Custom Activity, the endpoints need to be reachable by our Service so that we can stop the journey and the activities within.
This issue might also be seen in rare cases where Salesforce Data Event is used as an Entry Source in the Journey.
Ensure that the endpoint used in the Custom Activity is accurate and active. If it is accurate and active, ensure your endpoint is sending a response back to Salesforce in a timely manner.
If a Journey with Salesforce Data Event as Entry Source is causing this issue, please raise a Support case with Journey details.
