Content Deliveries converts your documents into web-optimized versions that can be easily viewed online without downloading. This feature is useful for sharing sales collateral, presentations, or documents with customers and partners through secure links. For example, a sales rep can use Content Deliveries to send a proposal to a prospect via a secure, trackable link instead of attaching a file to an email. You can track when content is viewed and set expiration dates for shared links.

Review Salesforce documentation on setting up and creating Content Deliveries before submitting a support request.
Content Deliveries must be explicitly activated by Salesforce Support before it is available in your organization.
If you've reviewed all relevant documentation and still need assistance with activating this feature, please have a System Administrator create an activation request with Support.
Once activated, a System Administrator must also enable Content Deliveries in the Setup menu for the feature to appear.
