In Lightning Experience, when you click "Change Owner" on a Case, a list of available queues is not displayed when you select "Search Queues".
This behavior is different than the Salesforce Classic user interface, but it is expected when you are working in Lightning Experience.
In Lightning, a search term must first be provided before results are available. Recently viewed queues that match the search term will be available to select from "Instant Results", or a full lookup search can be performed on a queue.
