In order to address this issue, you may need to reach out to your internal Help Desk to perform the following steps;
1. If you are installing the application per machine ( with the Everyone who logs into this computer) option make sure no other user who logged into the machine has it installed with the per user ( Me Only) option.
2. To do this, navigate to c:\users\ and double click on every user's folder.
3. Navigate to appdata\local\programs and see if the Salesforce folder exists if it does you can ask that user to login and uninstall or follow the steps in Full uninstall and manual clean-up for Salesforce for Outlook you would probably still need to perform the step X below
