Profiles cannot be assigned to Lightning Sales or Service Console Apps in App Manager when the Profile's User License is set to Salesforce Platform. Attempting to assign a Profile with this User License type results in the following error:

This error occurs because the Salesforce Platform license does not grant direct access to Lightning Console Apps through profile-based App Manager assignment. Access must instead be granted using a Permission Set with the Lightning Console permission set license.
For users with Salesforce Platform licenses to gain access to Lightning Console Apps, create a Permission Set using the Lightning Console permission set license and assign the console in the Assigned Apps of the Permission Set, and not via the App Manager when the Profile User License is assigned to Salesforce Platform.
