Outbound change set remains Open after upload

After following the steps to upload a change set to a target organization, at times you may notice that the change set never moves to Close and never arrives in the destination organization. No error is indicated, and no failure message is received.

This behavior occurs if there is a deployment in progress in the source organization from which you attempted the upload. 

In-progress deployments, whether from an inbound change set or an external API tool, may cause the org to be locked. When this happens, you'll often receive an error when you attempt to change other Setup configurations:

Organization Administration Locked 
The changes you requested require salesforce.com to temporarily lock your organization's administration setup. However, the administration setup has already been locked by another change. Please wait for the previous action to finish, then try again later.

To confirm another deployment is in progress, navigate to Setup and type Deployment into the Quick Find box. Click Deployment Status, and review the active and completed deployments.

If none are active, it's possible that one just completed and you can try the upload again. If one is still in progress, wait for it to complete and then upload the change set again.
