Opportunity Territory Assignment filter behavior when error occurs

Description

Currently we chunk the the opportunities into different batches. If there exists an error in a particular batch, then all opportunities in that batch get rolled back. It operates (in the batch context) as an allOrNone on a database.update operation would.

There is no way to currently override this behavior.
