In Salesforce Lightning Experience, the App Manager option in Setup is not visible to non-System Administrator users by default. This is because access to App Manager requires specific Profile-level system permissions.
Users who need to manage connected apps, OAuth apps, or Lightning app configurations must have the following permissions granted on their Profile: View Setup and Configuration, Customize Application, and Modify All Data.
For a user to have access for the 'App Manager' option, request that their System Admin give the View Setup and Configuration, Customize Application and Modify All Data Profile Permission. The following instructions are using the Enhanced Profile User Interface.
