Administrators can enable sound and desktop notifications for Chat requests in the Chat Agent Configurations. Notification behavior depends on the browser and the user's browser-level notification settings, which can be enabled or disabled independently of Salesforce configuration.
Since users can control whether they want to receive these notifications or not, if they do not show, you would need to check the browser settings of the concerned user.
