Follow the steps to troubleshoot an issue that shows special characters such as Japanese, Korean, and Russian as '???' in an HTML Email Template.
A. Change Classic Email Template's Encoding to UTF - 8
1. Click Setup
2. In the Quick Find box, enter Classic Email Template, and then click it from the results
3. Locate the affected email template then click Edit
4. Go to Encoding and select Unicode (UTF-8)
5. Click Save
B. Change Lightning Email Template's Encoding to UTF - 8:
C. Change Email Encoding to UTF-8 on Personal Settings
1. Click your avatar
2. Click Settings
3. Click Language & Time Zone
4. Update the field for Email Encoding by selecting Unicode (UTF-8)
5. Click Save
