A Contact sharing rule is configured in the org, but it is not granting users access to Contact records as expected. This typically occurs when the Organization-Wide Default (OWD) for Contacts is set to "Controlled by Parent," which prevents Contact sharing rules from being applied independently of Account sharing.
This issue occurs because Contact sharing rules are only applied when Contacts have their own independent sharing model. Follow the steps below to diagnose and resolve the issue.
Navigate to Sharing Settings in Setup to verify the current OWD for Contacts:
