If the User that scheduled the Data Export is deactivated, the Data Export will fail and an email will be sent to all active Users with the 'Modify All Data' permission.

The scheduled weekly export ran as the running user '<User Name>'. The following error occurred:
The user account that runs the weekly export is inactive.
To fix this problem you can either:
1) Set this user to be active.
2) Change the running user on the job.

This article explains how to change the running user of a scheduled weekly Data Export in Salesforce. If the user who originally scheduled the Data Export is deactivated, the export will fail and Salesforce sends a failure notification email to all active users with the 'Modify All Data' permission. To fix this, delete the existing scheduled Data Export job and create a new one. The new job will run as the user who schedules it.
To resolve this issue, delete the existing Data Export job and schedule a new export with a new running user:
