Salesforce CPQ supports the following three methods to set a default Primary Contact when creating quotes from opportunities:

To create a New Quote quick action on the Opportunity, follow the steps outlined in the article linked in the outline above, in number 3.
NOTE: When using the CPQ special field, if the QuotePrimaryContact field contains a contact record ID the quote's primary Contact field will default with that contact's name. If a primary contact role and a QuotePrimaryContact id exists, the Primary Contact Role will override the QuotePrimaryContact.
