In Salesforce, both Tasks and Events (collectively referred to as Activities) can be created and assigned to yourself or to other active users in your organization. Tasks can also be assigned to multiple people at once.
This article explains how to assign a new or existing activity to another user, the permissions required to do so, and the known limitations of the activity assignment feature.
Example Scenario: A sales manager needs to delegate a follow-up task to a sales rep. They can do this from the related record's Open Activities section without opening the activity and manually changing the assigned user.

To view and edit activities in Salesforce, users need Edit access on the Activity object and Read access on the related record (Contact, Lead, or Opportunity). If a user encounters a "NO ACCESS" error when trying to update the Assigned To field, the user does not have access to the User object — this can be resolved by creating Sharing Rules or updating the Organization-Wide Default (OWD) sharing settings for Users.
