Site Users cannot see the 'Notes and Attachments' related list on Accounts and Contacts

Here are the steps to enable Notes and Attachments for Site Users:
  1. From setup, enter Digital Experiences in the Quick Find box, then select Settings
  2. Select Let customer users access notes and attachments
  3. Click Save

If the preference is not available in your Site Settings or your organization was created prior to Spring '16, please log a Case with Salesforce Support and include this article in the case details for reference.
