When a Change Set validation or deployment appears stuck "In Progress" on the Deployment Status page, the most common cause is that the user attempting the deployment does not have the "Modify All Data" system permission enabled on their profile or via a Permission Set.
Change Sets require the "Modify All Data" permission to process the deployment transaction. If this permission is missing, the deployment does not fail immediately — it instead remains stuck in progress indefinitely.
If the deployment has been In Progress for more than 24 hours without completing, a Salesforce Support case may be needed to clear it.
Verify that the deploying user has the "Modify All Data" permission enabled:
