Creating or editing an Apex class or trigger directly in a live Salesforce Production organization is not supported. Only Developer Edition, Sandbox, and Trial Organizations support creating, editing, and deleting Apex classes and triggers directly in the Salesforce user interface.
Note: You can only create new triggers from within an Object's setup page. There is no "New" button on the Apex Triggers section in the Setup menu in Production.
