If a dashboard or report filtered by a user's name or surname returns zero records for the running user but another user with the same profile and role returns the expected results, the issue is caused by the locale on the affected user's profile.
Some locales use the "LName FName" name format, meaning all names in the filter criteria are reversed.
If an affected user uses the filter criteria "Owner Name equals X(First Name) Y(Last Name)," the filter becomes reversed, showing as Y(Last Name) X(First Name). Since the names for users in other locales are not displayed in this way, no results will appear in the report.
