There are two ways to create a newsletter.

First, the use your own HTML code with templates.

This can be done by the following steps:

1. Click on:

Setup | Personal Setup | Email | My Templates | New Template |Custom (without using Letterhead) | Next.

2. Name the template. To make the template available for use check the "Available for Use" Checkbox. Click "Next".
3. Provide the subject of the newsletter and insert the HTML code in the HTML Body area.
4. For all graphs, images, etc the images should be stored in the documents tab and the path of the document should be inserted from there.

Second, have Salesforce generate the HTML code for you.

Follow the steps below:

1. Click on:

Setup | Administration Setup | Communication Template | Letterheads

2. Click on "New Letterhead" button.
3. Enter the Letterhead Name and once ready check "Available for User" and click "Next".
4. Click "Save".
5. Now click on:

Personal Setup | Email | My Templates | New Template.

6. Select "HTML (Using Letterhead)".
7. Name the template. Select a letterhead. To make the template available for use check the "Available for Use" Checkbox. Click "Next".
8. From the email layout drop down select the newsletter option and click on "Save & Next".
9. The next page will provide you with the template to fill your newsletter subject and text in and click on "Save & Next".

Once the HTML page is created then, you can use the mass email function to send the newsletter to your contacts. The number of users who have read the newsletter and the number of times these users have read the newsletter can also be tracked from the Activity History related list under the contact.
