Unable to refresh sandbox after you discard a previous refresh

Description
After a sandbox refresh has completed processing, the new sandbox will go into a Pending Activation status (provided you did not choose to activate automatically). During that status, System Administrators have the ability to discard the new sandbox and retain access to the old sandbox. 
Resolution
Discarding the new sandbox prior to activation does not reset the 'Next Refresh Available' date. To refresh the sandbox again, wait until the refresh interval has passed and submit the new sandbox request. 

Note :
  • You can refresh or delete a full sandbox 29 days after you last refreshed it.
  • You can refresh or delete a Partial Copy sandbox 5 days after you last refreshed it.
  • You can refresh or delete a Developer or Developer Pro sandbox once per day.
