Unable to Delete an Empty Salesforce Report Folder — "Folder Contains Reports" Error

When attempting to delete an empty Salesforce Report folder, users may receive the following error even though the folder appears to contain no reports:

"You can't delete this folder because it contains reports. Move the Reports or delete them from the folder and the recycle bin, then try again."

This error occurs even when the folder appears visually empty in the Reports tab. The issue is caused by reports that still exist in the system — either in the Recycle Bin or in a soft-deleted (pending purge) state.

This error message may be received if reports that were previously in the folder have been moved to the Recycle Bin. 

A first step toward resolving this issue would be to empty the Recycle Bin

If you are still receiving the error after the Recycle Bin has been emptied, it is possible the reports have been soft-deleted, but have not yet been purged from the system entirely.  Organizations generally see delays in the purging process around major release times.

As a workaround, the reports may be purged manually using API tools.  The report IDs can be obtained in the error message received when trying to delete the empty report folder.

In the event that an empty folder is coming from a managed package, the actions to be taken are to get in touch with package provider or to uninstall the package
