Account Owner and the Contact Owner are different for certain Person Account records

If a 'Contacts & Accounts' report to see person account records is being used, finding only a few person accounts whose contact owner and account owner do not match, and there is no UI to change the Contact Owner information, please review the following.

This can happen when a person account record is created by lead conversion under a specific condition.

This behavior is described in the Help & Training document. Understanding Lead Conversion  
 
"If you create a lead, convert it, and then attach it to a person account owned by someone else, the person account owner becomes the contact owner.
If you convert a lead owned by someone else and attach it to a person account that you own, the lead owner becomes the contact owner."
 
As described in Help & Training, this is working as designed.
 
To change the person contact owner to make it matched with the person account owner for these records, please review the following explanation of the current behavior on updating ownership. Please note that this behavior can change later.
 
1. Through UI, as person contact information is not available through UI, there is no option to change the person contact owner.
2. When transferring the person account to another user through UI,
  1) if the person contact owner is same with the person account owner : it will change the person contact owner too 
  2) if the person contact owner is different with the person account owner : it will not change the person contact owner 
 
3. Through API (Data Loader or Workbench), attempt to update the person contact owner (Contact object) will result in updating the person account owner (Account object). For the person account whose account owner and contact owner are different, this attempt will update the person account owner only.
4. However, updates to the person account owner to another user through API, it will update both of the person account owner and the person contact owner.
