The 'Upload Files' button will remain available in the legacy Notes & Attachments related list despite the Spring '17 release notes previously indicating it would no longer be available.
Highly recommended for administrators:
Despite the 'New Note' and 'Upload Files' buttons remaining in the 'Notes and Attachments' list, it is still highly recommended to instruct users to use the 'New Note' button in the Notes related list and the 'Upload Files' button in the Files related list, instead of the 'Notes and Attachments' related list.
The 'Notes and Attachments' related list will eventually be phased out in favor of the individual 'Files' and 'Notes' related lists. Because of this, it is not recommended to use the legacy 'Notes and Attachments' related list's 'New Note' button to create legacy Note records. The related list should ideally only be used to reference previously created Note records for historical information.
In Salesforce Classic, the 'Upload Files' button is only available in the 'Notes and Attachments' related list if you enable the preference 'Files uploaded to the Attachments related list on records are uploaded as Salesforce Files, not as attachments' in Setup. To enable: enter Salesforce Files in the Quick Find box, then select General Settings.
Note: This preference does not apply to the 'Attachments' related list for Task and Event objects. Files added to the Attachments related list on activities are always added as attachment records, not as Files.
If the preference is disabled, users see the 'Attach File' button in the 'Notes and Attachments' related list. However, only the 'Upload Files' button is available in Lightning Experience, even if the preference is not enabled.
Before Spring ’17, you had to enable the ‘enhanced note-taking tool’ for the ‘New Note’ button to be visible in the ‘Notes & Attachments’ related list. (To enable: Enter Notes into setup Quick Find box, then select Notes Settings). After Spring ’17, the ‘New Note’ button became visible in the ‘Notes & Attachments’ related list.

To continue using the enhanced note-taking feature, an administrator will need to first Configure Page Layouts for Notes so that Users can view and create Notes via the related list.
