In Salesforce, when a User who was added to an Email Alert recipient list is later deactivated, their name continues to appear in the email alert's recipient display. This is a known display behavior — the deactivated user does not actually receive the email alert, but the UI does not automatically refresh to remove their name from the display.
Email alerts can be configured to send to different recipient types. When the recipient list includes individual Users, those Users must be active in Salesforce to receive emails. Users with a Chatter Free License will not be displayed in the Email Alert recipient list even when active.
If you recently deactivated a User that was on the recipient list, their name still appears in the list view. However, when you click Edit on the email alert, the deactivated User's name does not appear in the Selected Recipients list.
