Version Mismatch Error When Uploading a Salesforce Change Set Across Different Releases

When uploading a Change Set in Salesforce, you may receive the following error: "This change set requires the [API version number] or later platform version. One or more of the listed organizations is on a version incompatible with this change set."

How Change Set Versioning Works

The first time a Change Set is uploaded to a target org, Salesforce locks the Change Set's version to match that target org's release (e.g., Winter '19). After this initial upload, all subsequent uploads of that same Change Set must target orgs running the same release version or a newer release. Uploading to an org on an older release will trigger the version error.

Example 1: Uploading from Same or Newer Version (Succeeds)

• Change Set "A" is created in a Winter '19 org
• First upload targets a Winter '19 org — succeeds (version locked to Winter '19)
• Second upload targets a Spring '19 org — succeeds (Spring '19 is newer than Winter '19)

Example 2: Uploading to an Older Version (Causes Error)

• Change Set "A" is created in a Winter '19 org
• First upload targets a Spring '19 org — succeeds (version locked to Spring '19)
• Second upload targets a Winter '19 org — fails (Winter '19 is older than the locked Spring '19 version)
