You may find that a deleted record is not visible in the Recycle Bin, but when you run an Export All through Data Loader or another API tool, the record still shows in the results. If you attempt to restore or undelete it via API, it returns an error message:
UNDELETE_FAILED Entity is not in the recycle bin
When a record is deleted it is placed into the Recycle Bin. It is considered to be soft deleted and can be restored without issue through the user interface.
However, there are certain circumstances in which a deleted record will no longer show in the Recycle Bin:
Once hard deleted, you will no longer be able to locate the record through the user interface, but for a time you can still see the record through API tools such as the Data Loader. Once it is this status, there is no way to recover or undelete the original record and it will need to be recreated.
