The 'Send Email' button may not appear in the 'Activity History' related list in Salesforce Classic or as a Chatter action in Lightning Experience, even after it has been added to the page layout. There are several reasons why this occurs.
First, check if the 'Access to Send Email' level in the organization is set to 'No Access' or 'System Email Only'. If these system permissions are enabled, administrators must review the profile settings of the affected users to ensure that the 'Send Email' permission has been enabled on the user profile. When the email access level is restricted at the org level, the Send Email button is suppressed system-wide and the layout change does not take effect.
The 'Send Email' button in the Activity History related list (Classic) and in Chatter Actions (Lightning Experience) only appears when the organization's email access level is set to 'All email'. After changing this setting, the 'Send Email' button becomes available from the 'Activity History' related list in Classic or as a Chatter action in Lightning.
