This error indicates that the Microsoft Outlook COM component registration that SFO depends on is broken or missing. This typically occurs after a Microsoft Office repair, reinstallation, or version upgrade.
This error is resolved by re-registering or repairing the Microsoft Office COM components that Salesforce for Outlook depends on.
If the repair does not resolve the issue, the COM class factory registry key may be pointing to the wrong path. The registry key path varies by Office version and bitness:

Navigate to the applicable registry key and verify that the LocalServer32 or InprocServer32 value points to the correct Microsoft Office installation path (for example, C:\Program Files\Microsoft Office\Office16\OUTLOOK.EXE). Correct the path if it is pointing to a non-existent directory.
If the above steps do not resolve the error, uninstall SFO and reinstall from the Salesforce org's installer.
