Custom Permission Sets cannot be referenced directly in a Formula, Workflow Rule, or Validation Rule. However, you can use a Custom Permission as a global variable ($Permission.Custom_Permission_Name) to achieve the same result. Create a Custom Permission with the same name as the Custom Permission Set.
