If you are unable to track a gained or lost User Permission on a profile using Setup Audit Trail in Salesforce, this indicates that the modification to the profile was performed via a Change Set deployment. Changes to User Permissions made via Change Sets are not tracked in the Setup Audit Trail — this is expected behavior.
