Inconsistent behavior of 'INACTIVE_OWNER_OR_USER' error message in Organizations

When a Task is assigned to an Inactive User, the operation fails with an error message:

"INACTIVE_OWNER_OR_USER, operation performed with inactive user" in most of the Organizations.

However, in some of them, the same operation is completed without any issues.

Why is there a discrepancy in the behavior?
Risoluzione
This error is not seen in Organizations where "Create Audit Field" permission in the Org is enabled.

If it is disabled, the error "INACTIVE_OWNER_OR_USER" will be seen.

Also, such assignment can only be done via API.
