Beta packages are pre-release versions of managed packages available for testing in sandbox and developer environments before they are generally available. This permission is only needed if you want to participate in beta testing programs from AppExchange partners or Salesforce Labs.
If your organization encounters the error "Unable to install beta package in a sandbox", this is caused by the Can Install Beta Package Versions permission not being enabled. This permission must be activated by Salesforce Support and can only be enabled in Sandbox and Developer Environments.
