This article explains the sort order behavior of the Salesforce Email Log File, which administrators use to audit and monitor email activity sent from the Salesforce platform.

The Salesforce Email Log File does not return records in exact chronological order. The system query that generates the log is processed in batches, and records are grouped closely by date and time but are not strictly sorted sequentially.
This is expected behavior — the Email Log File is not designed to be returned in exact chronological order.
If you require the records in exact chronological order, download the Email Log File and sort the data externally. For example, you can open the CSV file in a spreadsheet application such as Microsoft Excel or Google Sheets and sort by the date/time column.
