Licenses and/or features might not be available in sandbox and this can happen if there has not been a recent refresh to copy production licenses over as licenses aren't provisioned to sandbox environments. The easiest way to match production and sandbox license counts is to refresh the sandbox. If refreshing your sandbox is not an option, consider using the Match Production Licenses tool.
NOTE: Some features are not supported in sandbox. Please review documentation first to ensure the feature is supported in sandbox.
If you can't refresh your sandbox, try using the Match Production Licenses to Sandbox without a Refresh tool. The tool matches all provisioned licenses, limits, and features in the production organization, including storage limits and org edition. To match licenses to a sandbox organization, log into your sandbox, and then from Setup, navigate to:

In Lightning Experience: Company Settings | Company Information | Match Production Licenses
Note: Some features must be enabled in the sandbox before Support can perform a manual match. If the feature was newly purchased in production, Support may not be able to manually enable it in the sandbox to match the licenses. When this occurs, the only alternative is to use the Match Production Licenses tool or refresh the sandbox.
