By default, the Data Import Wizard does not fire workflow rules and processes. Instead, it has an optional checkbox to "Trigger workflow rules and processes for new and updated records.". When you enable this checkbox, it fires workflow rules and processes when their criteria are met by the imported records.
Notes:
The default behavior for the Data Loader is to fire workflows and processes. It isn't currently possible to disable this behavior when the data upload is performed via the Data Loader.
