To reactivate a deactivated user in Salesforce, the administrator must have the Manage Users permission. Before reactivating a user, ensure your Salesforce org has enough available licenses of the appropriate type. If the org does not have sufficient licenses, the reactivation will fail.
To check available licenses in your org:

  • Salesforce Classic: Setup | Company Profile | Company Information
  • Lightning Experience: Gear icon | Setup | Company Settings | Company Information
